Malta's new Labour Migration Policy

The first measures outlined in Malta's new Labour Migration Policy came into force on August 1, 2025. The policy set out 20 measures in all, with 12 now in force, three more to be implemented in October, and the rest in due course.

The government policy is aimed at addressing labour shortages balanced again the need for migration to be beneficial to the economy as well as to society.

The policy document is the result of a consultation process which was launched in January 2025 with 32 measures, which were subsequently whittled down after comprehensive feedback from various stakeholders.

While the protection of workers was high on the agenda, the policy was also aimed at identifying a more skills-based approach to migration, with worker retention and labour market stability, as well as long-term integration as guiding principles.

The policy highlights the need for employers to show that they have tried to source local and EU candidates before they hire TCNs, while those with a high turnover rate – particular due to unjustified dismissals – will be monitored and could face repercussions.

Almost 30% of Malta's population of 575,000 are non-nationals, with over three-quarters of these coming from outside the EU.
