Licensed entities may delegate functions to third parties but in doing so must be able to justify the delegation structure, select their delegates with due care and demonstrate that the delegate is qualified and capable of undertaking the functions in question. In this respect, the licensed entity must ensure that the delegate applies sufficient resources to perform the respective tasks and is of sufficiently good repute and experience to be able to do.
