Jeffrey Pullicino Orlando

Dr Jeffrey Pullicino Orlando is the Executive Chairman of the National Skills Council. He ran the MaltaCouncil for Science and Technology for 13 years. The Council’s remit expanded tremendously during his tenure and he was responsible for the setting up of Esplora, Malta’s only Interactive Science Centre.  The centre was selected by the European Commission as one of the Emblematic Projects for the 30th Anniversary of the Cohesion Policy in April 2018.[6] AnMCST audit carried out by the National Audit Office in 2022, his last full year at the helm, resulted in the Council being commended for 'good practice' and cited by the Governance Action Directorate of the Office of the Prime Minister as a role model for other governmental entities. Esplora has been recognised as one of the top 10% of attractions globally on TripAdvisor. Pullicino Orlando has also held the posts of Shadow Minister for Telecommunications, VicePresident of the Parliamentary Assembly of the Council of Europe and represented Malta on the Commonwealth Parliamentary Association. He is a director and one of the founders of the kENUP Foundation, a non-profit public benefit foundation which supports research based innovation in the health sector.He was appointed ‘Guardian’ of its subsidiary, kENUP Africa, in February 2024.He is also a governor of the Malta College for Arts, Science and Technology.
